App Store won't allow to install teams on iPad 4, but there's a way. Try to get your hands on a new device, iPhone 6s or later or any newer iPad from a relative\friend. In their device first log out from their Apple ID and login with your Apple ID. Now, install teams on that device. Come back to your iPad, open App Store and now you will get an option to install old version of teams, go ahead and install. Enjoy.
Off topic, is it for your kids online classes :) I did the same, but am definitely upgrading to the new iPad launching year end. This is one device which gives its worth even after 5 years.

dont upgrade to ios10. Its very stuttery and battery drains very fast. Would advise to stay on ios9.x or earlier to make it more useable.
