Google completely drops Flash ad support in favor of HTML5

Google has announced that it will be switching to HTML5 100% for its ad networks, dropping the existing Flash format. This will enable the ads to be playable on a vast majority of the devices, such as on mobile, where Flash is not supported.

Starting June 30, 2016, ads built in Flash can no longer be uploaded to AdWords and DoubleClick Digital Marketing and starting January 2, 2017, ads in the Flash formats can no longer run on the Google Display Network or through DoubleClick.

Google has advised advertisers to update their ads to HTML5.
