I dont think so nokia has a capability to manufacture its own operating system symbian os and samsung dose not have its own operating system and nokia are not dependent and other hand samsung is dependent on googles ameriod.

Someone on the top at Nokia needs to wake up now and embrace Andriod. Atleast try with one phone with 1.4GHZ with 12 MP cam. Android will do the rest.
