Android 9 is still pretty much usable. Budget phone don't need the latest Android. They need to work fine. Performance wise. Doesn't make sense to out Android 13 on it for a crappy performance of it won't work.
I only wish Android budget phones have longer android updates then this won't be a problem

It actually uses Helio G85 like the Poco C65.
Helio G99 will be used in the 4G version of Redmi Note 13 Pro

The major difference will be display this time it comes with 1080p 90hz refresh rate center punch hole and 18W charging type C. Yes also side mounted finger scanner back design is also changed but rest all would be same

If the 13c use G85 thats means the phone rebrand from redmi 12c that before using same chipste, but the upgrade microusb to type-c. Actully g99 its imposible, but whos knows

This is still rumor, if you want G99 with low price just buy poco m5 with FHD resolution $100 for 64/4 and $115 for 123/4

just a rumor in reality it's helio g85 since this is rebranded to poco c65 which is released today in our country. And poco c65 is cheaper than redmi 12c so I'm expecting redmi 13c is cheaper than the predecessor
