It's EU law of international shipping limiting phone single battery cell to 20Wh aka 5300mAh cell. Dual-cell design can pass this.

Why has the battery capacity of the device in Europe been reduced so much? Many phones I've seen have a smaller battery capacity in Europe than the global version. Does anyone know why?
