what does that mean "NO GOOGLE SERVICE" ?

Imo it isn't. Honor 9x has Kirin 710F (Tsmc, 12nm) while Honor Play 4T has Kirin 710A (Smic, 14nm). 9x has ufs while Play 4T has emmc. Other than these, there r many differences between them. So, they r entirely different phone models...

Kirin 710 & Kirin 710F r manufactured by TSMC in 12nm, while Kirin 710A by SMIC in 14nm.
