User opinions and reviews

Opening personal hotspot on phone eats up battery. Also most telcos in my country offers limited hotspot. I prefer cellular over wifi variant. Cellular variant of iPad is pricey.

Exactly. I prefer cellular over wifi variant.

You could argue you can just share the LTE or 5G connection of your phone to your tablet.
