Did you try step 2. "Its Time to Register Your Device with Google."?
If none of the above works, then perhaps sideloading a older version of gapps, before this was implemented, instead of the most recent? Not a particularly good solution, with regards to updates that require more recent version of play services in example to update.
Yalp store will get you a long way if you're not a big user of googles own apps.
