If you're referring to the phones being rooted (locked), all VS870s were manufactured and sold before it was illegal to lock them. I should know, I have three. If you want to bypass the Verizon sign-up screens when one is reset to factory, just search unlock on youtube...instructions are everywhere.

All Verizon 4G phones are unlocked. It's illegal for Verizon 4G phones to be locked due to some of the regulation agreements

it will work in other countries you have it unlocked. buy the unlock code on eBay or other sites. Worked for me.
