LG is... moreMate this is a CDMA phone therefore it does not have any GSM services like the ones you mentioned, and the 3.1 Mbps it's because it's EVDO Rev.A which speed is up to 3.1, but also it has LTE maybe you don't know but theoretically it can support speeds up to 12Mbps.
The specs are simply adjusted to what the CDMA market has to offer.
When Rev.B hits cellphones data services users are going to enjoy speeds superior to 14.4Mbps.
