For iOS, the difference is that iOS8 is available to the majority iDevice population. If there is an app that can only run on iOS8 (there isn't any yet), then someone could just upgrade to iOS8 to run it. If there is an app that can only run on Android 4.4.4, but your year old phone is on Android 4.2, you may or may not be able to upgrade.

It's not just two random guys in a comment box "complaining" about this, it has been a pretty unanimous gripe that Apple claims to have addressed at each new version of iTunes (being the major hint that it hasn't the fact it has to keep announcing it was finally addressed).

A lot of them are just like "Give me the best phone, it's probably the most expensive one and if it's the best it can probably do everything" and it's the brand name etc, etc. And if it can't do something they say nobody needs that anyway. Then they wonder how they can't send files via Bluetooth (like the whole world doesn't already know that). iPhone is the default phone for people with a lot of money and a little time for research (Who can tell all those Androids apart...), and sadly I know a few rich people who waste money like that. I have an old iPhone in my collection just to fool around with and I'm using MediaMonkey and iFunBox for most PC stuff, but then I'm not an average user...

If they have a PC then I don't understand why then went with an iPhone. The experience just isn't there, iTunes is clunkier and alternatives such as Android fit much better with the PC philosophy. Plus you can't run Xcode outside a mac, so there goes all the appeal of an iPhone to me.

If the manufacturer could just cherry-pick the data as it suits him I can imagine Android manufactures claiming 100% adoption rate for every latest version of Android -- it's just a matter of "picking it right".

IMHO people just don't want to upgrade to iOS8 in fear of making their phone perform WORST than it did in iOS7.

While the 8.0.1 buggy update put off some users, it is not the main reason. The main reason is that a whole generation of phone is faced with a major update using OTA for the first time, and they have no space on their phones, as the total update is 5GB.
These same users are not aware that the update can be performed on iTunes, without having to delete items on the phone. Apple should put a clear sentence on the update something along the lines of "If you do not have enough space on your iPhone, perform the update using iTunes on a Mac or Windows PC".

I'm pretty sure this poll also includes devices that can either not run iOS 8 or can barely run it.
When the most stable release of jailbreak for iOS 8 gets released in a few weeks, then this will rise to about 75%+

iOS 8.0.2 and 8.1 rendered my iPad2 useless with Safari browser lag and crashes. Regret upgrading and Apple won't allow downgrade to 7.1.2.

JUST DON'T UPDATE to IOS 8.1 it's utter rubbish and early in ios8.0.2 my ipad air got random b.s.o.d and my friends iphone 5s just lags even in ios8.1 and my other friends ipad 4 lags big time in safari ! SO DONT UPDATE THIS ! nobody warned me so i just felt that there should be somebody who spreads this news!
