If Samsung are serious about Tizen and want it to have any chance of succeeding, they need to put it on the best platform they can make, not a cheap entry level device. No developer is going to have anything to do with an OS associated with devices at the bottom of the market.

assuming tizen is lightweight than android( which might not be the case ), running android apps will be resource consuming than how it runs in android

The key for Tizen phones will be 1) how well does it run on low end hardware and 2) will it offer basic Android compatibility at the start. Right now, only Windows 8.1 phones run really well with just 512M of ram. If Tizen can be more memory efficient than conventional Android and perform all the basic smartphone functions, it has a chance of succeeding in developing markets. There are plans from a company called Open Mobile to provide a compatibility layer for Android apps. That way no one can complain about not having some obscure app that counts how many Starbucks there are in Mongolia. Most people really use 20 apps or less but it is nice to have the wider choice available. When you run emulation though, you always reduce performance on those apps vs native apps.
Samsung has a possible future here if they are willing to spend the dollars developing it and if they can eventually get other manufacturers on board.

Oh dear, did Samsung just give up on design completely? I understand that it's a budget phone and all, but this thing looks like something from 2009 Samsung Star family. I'm not sure if you can make a smartphone look more dull.
