The latest version is 5.1 but only about 1.4% of all android users are using lollipop... how can a latest version has a small share of users?

The price of this devices in Indonesia ranged $70-$80 with the same specs of 4.5" FWVGA screen, 1.3 GHz Quadcore processor (MediaTek), 1GB RAM, 8GB internal storage (expandable up to 32GB), 5MP back & 2MP front camera, dual SIM card, 1700 mAH battery. Not bad considering the price

Well your in the Philippines and not the UK and yours is a 2nd Generation model Moto G.
First Generation Handsets should have had their updates at the same time Worldwide if their not network locked and not network branded.

So Android 5.1 is now available.
Lenovo Motorola in the UK still has not issued Android Lollipop even in 5.0 Version for Moto G 2013 or Moto X 2013
What is Lenovo Motorola doing?
Hopefully there not going to do the dirt on people who have these phones and expect them to buy new phones as people will leave Motorola in droves and buy other brands.

How do google expect their partners to come with quick updates, when there is a bugfix just around the corner when they finally start shipping the major update.
Google need to get their act together, and either fully test their releases, on multiple devices. Or build a system where bugfixws ans other smaller updates can be done without the need to update the whole OS.
Customers will suffer by having version of the OS, withs bugs. Or features mistakenly taken out.
And Google partners will suffer with a bad reputation for never beeing completely up to date.
