It won't be the next Moto G, as the newer news said that the 3rd Gen Moto X has the model number XT1542. So XT1565 is unlikely will be lower end model as the number is higher

You are right, it might have surpassed moto x 2014 then.
The chip set it 1.4Ghz snapdragon 415 octa-core by both cost and performance point of view.
Snapdragon 415 supports Bluetooth 4.1. These octa-core CPUs are so cheap because Qualcomm is still using 2013 28nm manufacturing.
