When you announce a device and are already having to make excuses for an inferior part, no less a part as central as the CPU, then you have made a dumb choice.
But this is typical for OnePlus. They make bad design decisions and then try to sell you manure as if it's gold (remember the 5.5" screen in a 5" phone deception? which became clear as soon as the OnePlus One phablet was released). They treat their customers like they're stupid.
The problems with the 810 are real and have been clearly demonstrated (ArsTechnica had a great article about it). It is a failed chipset, because Qualcomm cut corners to bring a 64-bit CPU to market, when they weren't ready yet, and had to use off the shelf cores and instead of their own design as they have always done before that. The 820 will go back to a normal design for Qualcomm. But the 810 is just a failed part and no one should want it.
Besides, the 805 is faster, since it doesn't have to throttle to avoid overheating. Why OnePlus didn't use it, I don't know.
I wonder if OnePlus just got a good deal on the 810, since it's a failed design and other manufacturer's are avoiding it. OnePlus definitely tends to choose less than stellar internal parts and tries to pass them off as flagship material.
Anyway, you can fool me once. The original OnePlus was an okay phone, but no flagship killer and with some serious design flaws. Anyone who falls for their sales tactics a second time has no one to blame but themselves.

All these companies would be much better off not releasing this generation. At least i guess this will hurt them more in the long run.
Also: how come they're unable to switch cpu vendors when they face such issues during development? Sounds quite risky business to me if that's not doable. Or - i don't know which scenario is worse - they don't test them at all on phone-like testbeds?
In any case, the majority of the "top" phones this year go to my ignore list instantly due to this, hugely limiting the viable options.

I heard it sometime back that some other phone has also used sp810 v2.1 but there has been no good it still heats a lot.

The so-called v2.1 was a gimmick. It actually just apply a throttle to reduce CPU GHz speed to prevent it from overheat.
Anyway, because of the inferior CPU design HOT Snapdragon 810 CPU from Qualcomm, the old tech & bad yield quality of Taiwan TSMC, consumers WILL remember both of them for the bad for a long long time.
