Any new SOC's announced by Qualcomm should from this point on feature Adreno 4** series GPU's, The 3** series should be retired, as they just don't cut the mustard in 2015
This is probably the weakest part of both these two new SOC's, if you look at the Wikipedia entry for the Adreno GPU's you will see the that 305/306 output is between 19.2-21.6 GLOPS, by contrast the 405 is rated at 59.4 (essentially putting it on par with the once flagship grade 320) this makes it twice as powerful.
I think Qualcomm would have been better served if they had followed the following SOC/GPU parings in 2015:
Snapdragon 212 = Adreno 402/404??? (there are 302/304 GPU's)
Snapdragon 412 = Adreno 405
Snapdragon 615 = Adreno 418
Snapdragon 808 = Adreno 420
Snapdragon 810 = Adreno 430
I know there's more to measuring GPU performance than just GFLOP output, such as clockspeed, power consumption etc. But I do think the above structure would have made Qualcomm a more attractive vendor for OEM's looking to marked all grades of devices as being graphically competent and competitive in 2015.

Qualcomn should offer upgraded version for 615 since it overheats and is supplied in most mid range devices

MediaTek mid-range processors are way more powerful than Snapdragon 400,410 etc

They should have been go with underclocked for power saving reasons Adreno 405 for S412, since S620 will receive Adreno 510. 306 is way too slow even just for Chrome.

If it works or not is entirely dependent on the software stack (hence the phone manufacturer)...

You could put an Exynos 7420, or some other SOC into a M9/G4/Z3+/Oneplus two etc and it wouldn't alter their sales figures to any appreciable degree

If the 212 series would be a good choice for Android wear, we would have seen any 200 series watch, but there is none.

Besides these are 'budget' chipsets, and will be comparable to other manufacturers offerings.
I'd agree that Qualcomm are in a lull of sorts at the moment, Mainly due to the 810 fiasco. That said, even with the bad press this SOC has attained, it has still found its way into most mainstream flagship handsets this year.
The 400/410 combo are all but dominating the lower end of the market, and the 615 seems to be doing well in the midrange segment (though this is probably where you see the most variation in SOC's from different vendors).
Qualcomm's fate it seems will be decided once the 820 and it's next generation 'Kryo' (though I think recently that a different name has started doing the rounds) custom cores start to become available, if Qualcomm don't see the same kind of success with products featuring these new core's as they enjoyed with Scorpion and Krait, then perhaps it would be time to start talking about the fall of a titan.
