If that rumor is true, you should understand that it may only be some logistics contract between Qualcomm and Samsung, since Samsung is the biggest flagships seller besides Apple each year.
So a few months headstart just to manufacture enough sets for launch is what you have to read there between the lines.

I'm keeping my note 3, I've not seen anything from Samsung that will make me get another one, even if they put a microsd slot in it, it's still STUPIDLY MADE OF GLASS, you only have to drop these things once and they are trashed, the only reason they are so popular is because networks give them away to people who don't know about other phones that are available, they are becoming APPLEISED.

I don't think this would make much difference even if it were true. We won't see many 820 devices until that point anyway, so they would have "exclusivity" for a few weeks at most.

and what about then new exynos 8890 from samsung, in which model will be then used if not in new flagship of samsung for 2016 galaxy S7?or will be 2 versions of S7 with snap 820 and also with exynos 8890? or how shall i do understand it then?besides fact that there will be i suppouse again edge and non edge verions of S7 of course..

How powerful chip samsung may use, it will be beaten by its bloated software. I used note 3 and 4 and they were top of line devices in there spec but after 3-4 months of usages, device starts to hang.

It's probably pretty much by then SD820 devices would start to arrive.
The next Samsung might beat a few other devices by a couple of weeks at most.
So the actual exclusivety would only be for weeks, not moths.
So if true, it would really not make a big difference.
What's problematic, is when local carrieres in one country (mostly US), get a device exclusively for 3 months or more, and that, that exclusivety is world-wide. Carrier exluscive deals should only be for the market that carrier actually release that device.

Never buy samsung, they are rotten to the bone, and should be avoided.
