This phone is made only for the American customers, that's why is cheaper in the US. Recycling the 5 and 5s with new chipset and camera makes me believe that those models didn't sell that well, or they made to many and now are on the market again. The good thing about this phone is that those 5 and 5s users now they can say that they have the latest model from Apple. Hilarious

No reason why they couldn't do their magic on aesthetic and appeal for this model which they do for thier flagship model
Do you think they deliberately designed this iPhone se to lower the desirability of a mid ranger to emphasis and improve sales to its target audience, for its flagship and second tier

Just coz you have some cheap phone with a poor 8 MP front shooter doesn't mean they all are. I dont think its that hard to put a better camera in the front, that too for a company like Apple. They don't coz thats reserved for another release and will be touted as a new and amazing feature that warrants an upgrade. They always do.
