Wtf? How is a wifi only mode usefull in a gps app, were you supposed to use while travelling around? Actually this is exactly the reason googles map app is the worse gps app there is, its too dependant on constant internet connection, which is completely pointless for a map app when you are forced to stay 10feet away from your home router...
