The difference is that SD 650 (in Redmi Note 3) has Hexacore, but SD 652 has Octa-Core with 4 lower speed A72 at 1.8 GHz..

Redmi note 3 packs snapdragon 652 which has hexacore processor with 2×A72 and 4×A53 cores. While SD625 is an octacore with 8×A53 cores.
The A72 cores are designed for performance over efficiency and and A53 cores are designed for efficiency, not performance. Therefore A72 core is twice as powerful as similarly clocked A53 and A53 is twice as efficient as similarly clocked A72.
But there is also fabrication process factor. Smaller will be the fabrication process, more efficient the processor will be. And vice versa. The sd652 is built on 28nm process while SD625 is built on 14nm process so latter is more efficient.
So while sd652 is hexacore compared to eight cores of SD625, sd652 is more powerful and specially in single core performance . But 625 is more efficient.
So it is all about preferences.
Though note 3 already have superb battery life and if that much is enough for u, go for more performance. but if you want as much endurance as possible then u can sacrifice some (specially single core) performance.
Will also like to say that note 4 feels much more premium compared to 3 because former is carved out of single peice of metal while another is made of curved sheet.

@Below 7000 : redmi 2s prime
@Above 7000 : redmi 3 is better than any 8000 phone.
@Above 8000 : better spend extra and get redmi note3 (for performance) or redmi note 4 (a little compromise in performance for looks and little more battery life). Both are at 10000.
@Above 10000 : redmi note 3 (3Gb+32GB) in 12000 or redmi note 4(4GB+64GB)in 13000.
Above 13000 : Samsung Galaxy S5 for 16000. Forget about moto Gs.
@ about 20000 :
1)Oneplus 2 64GB for 20000
2)xiaomi MI Max (4+128) for 20000
If one plus 2 size big for you, better stick with S5.
@ about 25000 : moto x force 32GB 25000
@ about 30000 : oneplus 3 (28000), 3T (30000) moto x force 64GB (30000)
@ about 35000 : galaxy S6 /S6 edge.
#top notch flagship : S7 /S7 edge , v20 but you BETTER wait for Sd835.
And before arguing "this phone is also better in this category but u did not mention it", check if I mentioned a better phone in cheaper range.

As far as Pebbles are concerned they may be clearing all as Pebble is no more. But still the prices are at half for all the pebble range. A smartwatch for 4k(pebble time) is a very good value than the steel considering Pebbles closure.
