"...which can be installed on jailbroken iGadget from the Cydia software repository." --> FAIL! Now everyone that does not want to be tracked NEEDS to jailbreak their iPhones!
Same goes for Android users!
In Android's settings there's a thick that needs to be unthicked, and the phone does not track you anymore. But for previous tracking that's already done you need to root your phone! --> again FAIL!

tracking is still tracking.. who knows for what purpose they are really doing this big companies wont tell yeah .. thats why big companies are big companies coz they know how rip off people and by studying them wow i phone users are the real ginuepigs here

Apple because they buried info about it in your T's & C's and all Apple users have therefore agreed. Apple don't actually know where you've been and aren't tracking you, the issue is that if someone gets hold of your phone or pc they could track your movements. The issue of privacy comes into place when the law enforcement agencies decide to seize your i-phone.
Android actually asks you whether you want to send such information when you set up your phone and you always have the option to turn it off (something you can't do on a vanilla version of iOS). The only thing that has not been confirmed yet is if the Android database suffers from the same security flaws as iOS. IE unencrypted database on phone and all synced pc's & backups.

you're mixing two different issues.
'cell reception'
phones don't use much power finding nearby cell towers. they "receive" signals and process them. if you're in a dense city area you don't see the tower you're connected to switching a hundred times a second because your phone will just pick one and stick with it. how often it checks local signal varies on a phone to phone basis. some phones allow 'on-demand' checking.
'cell location'
phones periodically ping the tower they're connected to. it's not every second. it can be up to 5 minutes (depending what country / cell network setup). some phones are 'on demand' which forces the phone company to play back the 'out of range' message. pinging the tower uses fair amont of power. which is why it doesn't happen much. but it does so to make sure the tower has capacity to potential handle phone traffic.
in either of the functions, permanently storing the location of cell towers on the phone is pointless as you have to use gps to check your location versus the towers in the database. gps uses significantly more power than checking for nearby signals (which the phone does anyway to check for transmission and quality), or pinging a tower (which the phone does anyway to ensure capacity).
the real reason for this data is gps (or rather, a-gps). using known wifi and cell tower locations to pin point your location faster and better based on local signals and signal strengths (think of the towers as micro gps-satellites). all this means is a much more accurate fix on your location. nothing more.
it isn't new.
what is new is storing the data permanently. in order to confirm what towers are near, you need to get a rough idea of what your location is. you calculate the various signals you're receiving, match it against the database and get a rough fix on your location. the net result is you need a lot less satellites to confirm location as you've got nearby cell towers helping confirm roughly where you are (noting the gps satellite signals are still used in this process).
what's worse are the other things people have found in the files apple stores (which also get copied everywhere you 'sync' your mobile to). the main thing being passwords for wifi access points you are able to connect to. the passwords in plain-text along with it's gps location, encryption type and other setup details.
so overall, keeping that permanent database is a waste of space and power, and less efficient. please stop trying to apologise for apple.

To access the information on an iPhone you have to have physical access and then jailbreak it, the owner of the phone can lock and remote wipe the phone before this can happen.
The other way to access the file is to have physical access to the computer it is synced to, that's if the computer is not password protected and the iPhone back up is not encrypted.
There is another way and that's through phone company records which applies to all phones, there would be LESS data from iPhones as most of the time the phone knows where it is and what towers are around it, it doesn't have to continuously ask like other phones.

Simple answer, they can't.
A phone polls towers so the phone company knows where to route calls.
iPhone's keep a database of towers so they don't have to waste energy looking for towers, they know where they are, this is more efficient.
