I have 20€ unlimited voice/sms/data locally, and can use unlimited voice/sms/6GB data in EU roaming, and that's expensive one, if people churn more, they can get it even for less

Yes these Nordic operators keep crying. Telia seems the best as of now . Worst is Elisa as far as rates go

What is not mentioned and I admit it won't be applicable to everyone is that out of Europe charges will go up to compensate what the carriers lose for not being able to charge for EU roaming any more.

Ohh at least finally. Those of the European Commission they almost never do anything, they take their ultra high wages for almost nothing (plus the extreme benefits). But once in a million, they do something good, and definitely this is one of those ultra rare occasions. And not for nothing that they said, "the termination of roaming charges is “true European success story.” Because it is true, so at least for this one, a big well done to them.

Unfortunately, I cannot see if this is only for people with a non-unlimited plan, or if t goes for people with "old" unlimited plans too.

Some, if not all, Nordic carriers have asked for and been granted an exception for completely abolishing the charges. My Finnish carrier, DNA, will charge 0,0057€ per MB up to the calculated fair use policy for any existing line.
All major carriers also offer a package of unlimited everything plus 10GB of data for use in EU. These all cost around 29,90€ a month for the first year, and 34,90€ a month after that.
Sending/making/receiving phone calls and texts will follow your normal price.

I am not dropping my roaming plan for same reason, my O2 has 2 choices
1GB of data per month while roaming and free calls to local country and home country. including norway, switzerland or
4GB (LTE) + unlimited (128kbps) data can be used while roaming but not usable in swiss + calls are chargeable as home network, meaning If i am in poland and call local cab or hotel I will be charged an International call, while in previous 1gb plan it's free.

Note that on the data it is a bit more complicated, than just the same as national.
For normal usage with people visiting abroad for a short period it will be the same though.
It is a rather complex calculation where you are allowed to use up the lowest of these two
1) The amount of data in you package
2) Twice the price of you packet divided by a price per MB that will be reduced over time...

Yeah, its all great from legislation point of view. Yet no one mentioned that mobile operators started playing tricks on their bill pay users. Here in Ireland 3 & Vodafone have reconstructed contracts for bill pay users so that this legislation doesn't come to life until year after signing. Of course they had to sign it before this legislation became valid. Existing users had dilemma to either sign new contract or quit. Its pure evil at its finest.
