      can you use this as a wifi hotspot? coz that'd be great, a cheap 4g hotspot capable feature phone to go with your expensive wifi only ipad.

It was already announced that Z17 will only be released in europe, east / southeast asia and some countries in the americas aka "not poor countries". And no offline store for OP, only online.                   Beside it is VOLTE supported.
                  About 500 billion of phones in India are feature phones which are 2G enabled or rarely any 3G.
                  So those people using very low powered network which they can not able to use good Internet, with no video play, or even most of those have no internet facility in their handsets my friend.
                  So Mr. Ambani gaves a opportunity to those to enjoy high speed internet and to connect to the world. This will be the masterstoke by JIO to make INDIA a digital Nation.
                  As you know it supports NFC for mobile payments.
                  And voice assistance, wi-fi, emergancy alert with long pressing of 5 button to nearby saved numbers. In a feature phone.

                          Your comment seems imaginary. India is a mix bag of rich and poor. You can watch audi and cycle side by side. About real flagship or Apple , you should know that they does not suit to indian approach. With 200$ smartphone if you get 95 % features of 800$ smartphone, it's good to save 600$. As of apple it does not have good battery and dual Sims let alone other android features. Flagships by greedy company does not support value for money approach. Some like one plus and honor are good. India have scope but you need to make suitable products. 100 million new 4g consumers in India in 10 month proves it. Apple and htc etc charge highest here across the world. Indians are getting smart by time. Indians don't waste money on gimmicks instead they save. iPhone is a gimmick for most indians. I have used iPhone 5 in 2013 and wasn't satisfied. Nothing personal.

                                  1 Indians can afford s8 and iphones and u11s which cost twice the price of most of phones you mentioned but can't afford ZTE and stuff..... Good genius
                                  2 ever heard of one plus? Why would bbk release x series by vivo when op5 is so successful. There's an article of first post related to that. Brands self cannibalization is unnecessary since it's model is already successful in India
                                  3 mi5 was flop due to perception of company as one selling cheap phones plus having 25% markup on Chinese price was unnecessary
                                  4 ZTE will release z17 like it did with z11 and other phones mark my words

                                    Well sure it's a great news for the consumers but what no one else will comprehend is the effect of such moves from such a company (one that owns multiple businesses , has blessings from the State and tons and tons of surplus) would have on the telecom sector itself. The telecom sector in India for the employees is left with little or no hope after move such as this by Reliance. It is putting their surplus cash , giving people free phones and services and basically killing the competition. This has caused massive effect on other companies and their employee base .Employees ( majority of the workforce which are Engineers) were already dealing with non-existent increments and now companies have stopped hiring and started firing their employees. What happened with 3G in India was unfortunate, to say the least. While countries in South-America are planning their 5th WCDMA carrier, India carries on with single carrier till date; reason... non-existent traffic. This solely happened due to greed of telcos back in time of the auction, trying to demean others and in hunger of getting the most of spectrum , they ended up paying loads of it. What followed was huge prices for the services and ultimately it failed among the masses and people kept sticking to their 2G for most part of the usage. And now company like Reliance is going to seal the fate of many by making such a move and handling everyone free this- free that. May the Indian telcos RIP !!

                                        Without commenting regarding the phone per se, because it is what it is. But as a whole package, definitely it's a good news for the Indian market (customers).
