i think we can safely say it's a launcher, not that it needed all these posts to tell us, i'd have been happy with 2 or 3 for confirmation.

It's android with a Skinned launcher... look at the icons, they are different from WP7.

Oh and there's no windows key at the bottom on the phone, only the tell tale Andriod 4 button system....

This is a launcher, look at the "Audio" tab, in the real WP7 it's called "Music & Videos" and has the Zune logo. And the "Browser" tab, it's called Internet Explorer. No real thing here, just a launcher.
