"will let you disable" so it won't do it by default...like 90% of iphone users will still think their iPhone got slow because it's old...classic Apple

Lies... They did nothing about anything. Nobody knew anything about the slow down for years until word broke out(probably a snitch or just a leak or just someone who noticed the slowdown), now they feel the heat. This is just placebo effect they are trying to use here... Whatelse do we call samsung's own slow down. It's a total system flaw of their IOS/implementation just like samsung's implementation.

To be honest as i know Apple. This option will be only on paper not for real.
You will have an option in setings to toggle on/off but know that nothing will change.
Apple is money hungry company leaded by money hungry guys which do everything for bussiness and to keep Apple garbage selling like fresh french bagguetes.
So this so called option will not work at all despite you will find it in setings.
              I bet on my words.

Will it show the tag example like: remind you it could restart automatically in the future in any cases due to the settings is modified.
