I got Oreo yesterday too.
Oh i dont have S7 but Moto X4 which means chinese companies are better on receiving updates.
If we compare Moto X4 came out in middle of october and S8 which still dont have Oreo came several months before.

I doubt it's an accident.
Likely a soak test for the finished product, if the users in Vietnam don't howl about issues, than its ready for future release elsewhere
