The code has to be built for each device, which mean integrated with the changes that the manufacturer made to the software and the libraries and drivers for the particular hardware the manufacturer chose. So Google build and push updates for their devices, same as Apple do for theirs. They also provide the fixes to other manufacturers. But they can't build it for every phone on the market and bypass the actual manufacturer to push it out.
As for "the customer has the right", if you believe that then why not try taking the manufacturer to court for not providing the updates? You'll quickly find that you have no legal right to anything more than what the manufacturer you bought from can be bothered to provide.
