Who would do that every time when opening any browser? Most people will want to launch a browser, and start accessing internet for whatever they want to get, including past accessed data (history). Importing any files before accessing internet is a no go.
As for universal cloud based sync, I know some of them. But my experience with them are somewhat bad. Too bad that forcing me back to any browser baked sync services.

Old ie is bad, but edge is actually quite fast. The only problem is that it is so new that it lacks some features.

I'm a bit reluctant to waste my time trying it out. Their Windows browser is a horrible lag-fest. Want would this be any better? It's also a tough call to beat the Samsung browser.

One... moreThe browser developers easily could create universal data files to export/import datas from browsers, offline, without any server, and all browsers would be compatible with the file. It would be the best interest of people. Of course, manufacturers will never do this because of capitalism. They want to enforce product as a service policy, so they don't even allow you to make a local backup of your Android browser's data. For example you can't even export bookmarks from Android version of Chrome and Firefox. They want to force you to use their sync services.

One who use Edge, will sync their data (histories, bookmarks, etc) in Edge backend system. Edge availability on mobile platform can ease their life compared to when using Edge on PC and Chrome on Android or Safari on iOS (which has separated set of histories, bookmarks, etc).
For example. I'm using Opera on the PC side. Of course it would be convenient if I also use Opera on mobile.

Edge is still incomplete on Windows..
It feels almost an insult to branch out to other platforms when we can't do simple things like delete specific autocomplete entries, and on the sysadmin side, the Group Policy options for MS Edge are woeful.
I feel like Microsoft didn't really put much effort in.
I'm glad I found a way to uninstall it.
