Wi-Fi problems are a little harder to the average user since it involves mostly only wpa2 enterprise with radius connections.
        But Bluetooth was more obvious.
So no, I wouldn't blame LG for core os functionality.

This not down to LG, this is down to T-Mobile.

It's not really Google's fault, it's the software customed UI itself because LG is releasing Oreo with Said capabilities, which is to say, to improve the overall usability of the phone.
Maybe you will blame LG electronics for this plaguing issue, not Google itself. :/

Oh, I guess LG was in a great hurry to issue the 8.0 update as soon as possible. It's not like they had 9 months to polish the update, right?

I'm on the unlocked H930 and the update was so buggy that I had to flash Nougat back. It broke Bluetooth and Wi-Fi and I suspect this is Google's fault. LG should have never release 8.0 and jumped to 8.1 instead.

T mobile paused the rollout because LG electronics are very tired on making and releasing Oreo updates on their phones, and did not do it very seriously. So, issues gone worse than ever!
