Everyone here is mistaken or forgotten...
The USA embargo doesn't just mean ZTE can't purchase Qualcomm SoC's... it means that ZTE cannot make phones that run Google's Services!

Sure they can make an Android Phone with an Exynos SoC, since Android Operating System is open-source and free from the embargo and the Exynos SoC is Intellectual Property of South Korean based corporation. However, the Android Market aka Google Play Store, is still a monetary license from a US-based corporation.

The only way this could work is if the President Trump and Congress made admission to allow that on-going license to continue as an exception to the embargo. Otherwise ZTE is really screwed. But then again they deserved it, since they were shipping devices to Iran and North Korea despite being warned several times, then NOT taking action, and to top it off giving Salary Bonuses to the Managers responsible in selling to the North Koreans and Iran markets.

...which sucks because I want more innovators and competitors in this field !!

It's factually incorrect on more than one level to claim that Apple and Qualcomm manufactures more SoC's than Samsung. Apple owns zero factories and manufactures zero SoC's. Samsung manufactures a large share or Qualcomm's Snapdragon SoC's, especially the ones they use themselves but also the ones used in most other brands.

Considering MadiaTek and HiSilicon not up to competition in right time,

Current White House strategy is as follow:

1- Who is on our side?
2- Among them, who is strictly connected to us?
3- From these few remaining, who has not second plan in case of pressure?
4- Ban them as fast as possible for any logical or illogical reason.

After some time toward the banned brand:

1- Do not worry; We have plans for you to set you back on track.
2- Do ... for US (Both us and US)

In case of finding another way to supply (Not US) solutions:

1- As this brand belongs to out best friend (former threat/enemy), we proudly lift all sanctions to show our greatness.

            Final Word:

If ZTE and others with same situation find suppliers like Samsung, US will lift the sanctions ASAP. Financial affairs are by far more powerful than political affairs.

                          “talking to all OEMs”

I don't see HTC, Sony or anyone else from the bigger players using Exynos SoCs. I wouldn't be surprised if only smaller Chinese OEMs would use their chips.

If only Huawei could fix its heating issues and GPU power and open up their chips to everyone else then things will get interesting.

                            Profitalert, Qualcomm is biggest loser

Competition is always good. Its kinda boring every flagship uses Snapdragon these days.

Even Mediatek is good like Mediatek X30 with 3 clusters, 10nm and quad 1.9 Ghz Cortex-A35 cores for ultra effeciency High-End segment. So is not problem if there no Snapdragon.

That Samsung World guy also pointed Huawei for it's bad updates and bugs. Samsung has the worst of all bad experiences since I owned an S3 before. It's like I'm stuck in hell and stock Android is like heaven because of its Bloatware free software.

Qualcomm should ban everyone from using their products, just so Samsung will also have a plan of supplying and selling their chips to every smartphone OEM.
You know, if not because of Samsung, Qualcomm chipsets of today would still be facing the same fate of their possibly the worst chipset ever; SnapDragon 810!
If not for them, SnapDragon SoCs of today would probably be manufactured in 20nm to 28nm still.
