It's pure economics. It's cheaper for ZTE to pay the "fine" than lose it's US business.

If ZTE weren't guilty, they wouldn't be negotiating there would be litigation so make sure you know where the blame actually goes. When you break laws, there are consequences, and many (most) chinese companies have yet to feel the pain when Apple sues them for copying the iPhone design but that's coming very soon.
