Checking around in XDA it looks like it's a fake: just a Pixel screenshot with the same download size as the Pixel update. The home button doesn't match either, it's different in Android One, where the inner circle is transparent instead of filled like Pixels.

These Chinese Nokias desperately need their own UI. Stock Android was awful before Pie and is even worse now.

From the Nokia website:
"Nokia 7 Plus with Android One"
Google says that Android One devices are the devices that will get updates alongside Pixel devices.
Nothing to do with beta programs.
