Get the coloured versions out when the biggest group of buyers jumps on the Note 9 train, then have that "free marketing" out there when their shiny new phones stand out.
Another reason is probably to make it easier to plan production. They are after all selling in the millions and the more colour options out there the more complicated stock planning gets. I got the last blue where I bought mine and they had plenty of black models left.
That said, the Ocean Blue is really really dark, almost black.
