What you just said and linked are not even the same as what's been discussed this whole time. And still not perfectly direct. That will still also depend on the load and how long it has to peak at such speeds.

You can't just say oh this one is faster so it's more power efficient. That's not how that works. I don't know how that could be made any more clear.
And I really don't know how you haven't grasped this still....
The sooner you can start wrapping your head around this concept and that there are many many other factors the better.
Because then you can start applying it to life. Because almost every decision you make needs to be able to add endless factors. Not oh this and this so immediately it must be this. Or 2+2 equals fish.... Clearly not.
Unfortunate that's how the majority of people look at every situation and end up always jumping to the worst assumptions on answers or jumping down people's throats.
It's Insanity that this behavior and thought process is what's the norm....

More cores mean faster as they scale pretty well.
If your old GPU need two cores (out of 3) to run a game, and your new one have 4 at the same power envelope, you will need less of your gpu to complete the work, effectively using less power.
Yes, powering one additional core up does not mean consuming double the energy, but still, its less power overall.
