Google don't care & don't have any business regarding KIND of phones OEM manufaturers made.
ALL they care is GIVING minimum specs which will work with their latest OS, as this DOES affect their reputation in mobile OS (so no one will experience the lag / stuttering as long as they use the Stock Android / AndroidOne)

Then, Who is RESPONSIBLE for Nokia 2 case?
If u use ur brain, then u will realize that Nokia itself is RESPONSIBLE for impairing their devices.

How come?
Nokia is the one who give the lists of specs of their 'upcoming' devices to Foxconn to produce.
In this case, Nokia 2 is intended for Nokia sheeps who ONLY cares about brand while don't mind the crappy specs & overpriced asking price.
Nokia knows that today's mobile OS, as time goes, the resources it demands will only get bigger (bigger RAM, bigger ROM, faster storage (UFS)), and they STILL insist to give the lists of crappy specs to Foxconn!

    hopefully, this release will pave the way for nokia to bring an android flagship to verizon.

        Their licensing arrangement is similar to Lenovo & Motorola phones.

              Alcatel phones are part of China's TCL. Nokia oj bought the telecom equipment business of Alcatel-Lucent, not its smartphone business which was sold to TCL years ago.

Original Nokia 2 was launched in Nougat and yes, technically we can blame google bcs since then, Oreo is 2gb minimum and 1gb was reserved for Go and regular Android cannot be converted to Go version eventually.

                              Good, cheaper than redmi go

                              with stereo speaker AND 4k battery, definitely best value go devices on paper

                                I really wish they went with the 5.1 (U.S. Cellular), 5.1 Plus (Sprint), 6.1 (T-Mobile), 7 Plus (AT&T) and 8.1 (Verizon) for their debut. The original 2 was already having issues getting Pie due to lack of RAM to begin with.
