Camera is Sony IMX586, due is a CMOS Sensor as seen in Oppo Indian website, Samsung GM1 is a Isocell sensor.

The Sony sensor can actually work both ways, depending on the need. It can natively capture 48mpx images like a traditional sensor or can do pixel binning (combining 4 pixels into 1) for better low light images(12mpx).
That is why it's a better and costlier sensor as compared to Samsung one.
It can capture true 48mpx images, unlike Samsung one which only can capture 12mpx images and produces fake 48mpx images by extrapolation. Eg- combining Four 12mpx images to create one 48mpx image

Are you blind to context, currently higher megapixels and being executed with pixel bining and then taking pictures at low 12mp
Did you see that happening in the pixel wars of the past?
Just because you see high megapixel means you should automatically assume the execution/approach is the same
