HMD Nokia is a reputable company and will iron out much if not all bugs before it gets to the consumer.. HMD's devices are qualitatively paid and therefore qualitatively served.. You paid peanuts for your chinese device then you will get buggy updates.. Google Pixel is the only exception as even the top dollar device is riddled with bugs even before updates

And no you don't need to goto Android 9 Pie before you goto Android 10 Q, you can skip to Q straight from any previous ROM/OS as long as the kernel and drivers are supported. Which looks likely down-to-5.1 Lollipop (but could be as high as 8.0 Oreo).
I don't know if you've been living under a rock, but there's heaps of interest in Android 10 Q. Several Betas have been released and you can test drive it now, but the full-version is what everyone's waiting for (at least the Pixel owners, AndroidOne owners, and OnePlus owners).

Nokia 5.1 has been beta tested on Android 9 Pie to remove bugs, bar the few that might go unnoticed during testing, even then you will get a smooth, pure and secure OS, also HMD Nokia is dedicated to fixing any bugs.

Infact there is no other device with MediaTek Helio from last year that is on Android 9 Pie, also Nokia 5.1 is the only MediaTek Helio P18 device on Android 9 Pie.

Nobody cares about Android 9 Pie.
It barely improved upon Android 8 Oreo, introduced some questionable changes and brought in a ton of bugs (Pixel 2XL owners I feel you).
Everyone's waiting for Android 10 Quiche to hit the AOSP.
It's looking like a lot of fixes to the User Experience (borrowing good things from Apple), whilst adding some big features, and tightening the software under the hood/efficiency.
Basically its iOS 12 to the Android ecosystem (had stagnated quite a bit since Android 5.1 Lollipop/iOS 9).
