I did a check with my friend's S10, and My S10e. And we charged our Smartwatches, I have the Samsung Galaxy Gear S3 Frontier LTE (SM-R765F) while my friend uses Huawei's. The S10 struggled to charge and it was noticably slower than mine.
THAT'S how I can confirm.

        There are reports that many users are experiencing weird battery drain on their S10 series phones, particularly the Exynos versions. Hopefully, Samsung provides a fix/patch soon.

I have Snapdragon S10e (8/256) and it charges flawlessly my smartwatch when I need. (Do note that the S10e is NOT my daily driver... I got 3 devices. the Note 9 is my daily driver because I need that pen. the iPhone XS comes from my work and the S10e is my "iPod touch" of Android. I don't have games at all on my note. everything's on the S10e.)

                          A software update for the fingerprint scanner and LED would be much appreciated versus reverse wireless sharing. That's a gimmick feature imo
