What I wonder is that since it's a different OS, will developers always have to write different apps for phone and tablet? Also will they still use the same app store?

Does that mean we'll get what essentially is a proper file system!? If that's so, I can FINALLY ditch laptops running this horrible piece of OS called Windows 10 and get me one of those beautiful iPads!

Thumb drive support, it's about darn time, will this be restricted to certain file types or will any file, music,video etc work direct from the stick?

This is awesome news! If Apple only decided to allow full file system access like on macOS, this could easily become the laptop replacement they've been marketing it as.
But even despite that these are pretty big changes perhaps the biggest since quite a while especially since the latest iOS revision was basically bug fixes.
Say what you want about Apple but their commitment to software support is the industry standard that other OEMs should try mimicking. Of course it's expensive so they'd rather copy the stuff that doesn't have long term recurring costs like the removal of 3.5mm jack and notches.
I went on a perhaps unnecessary tangent by the end but in a nutshell I just wanted to say that these are great news for future and present users of the iPad Pro and I applaud Apple for these changes since they are rather substantial and also very welcome while we're at it.
