Google night sight does not need OIS, that's why the mode is also available for the front camera and even you can install the google camera application on some phones with Camera 2 API and get Google Night Sight.

If it's decent for the price, that's more than enough. And no ois doesn't mean the eis is shit. If u know to take pics properly with patience and a bit of time, any phone gets the job done.

For most situations a combination of pixel binning and high ISO is good enough, but in some situations intelligent algorithms like google night mode are far more useful than OIS.
And if you reallly...really...really want OIS that bad Xiaomi provide you with another option "Xiaomi Mi Mix 3

And images made buy this phone looks very decent, just check the samples. And with gcam mod its even better... This phone is complete packet, thats why it sells well, if you want to buy a phone just for camera go for Pixel 3a.
