Yes the CPU released now (Kirin 990) has beaten a 6 month old CPU (SD 855) well done :P
But the Kirin 990 released now hasn't beaten the SD 855+ which is also released a month ago

No Mate 30 is a phone and Note 10 is a phone
The CPU are Kirin, Exynos and Snapdragon.
Note has nothing to do with this conversation. The graph shows the Kirin 990 which was supposedly going to beat all the competition but it hasn't its behind the Snapdragon 855+. It has beaten the Exynos and Snapdragon 855 which I agree with hence why it beat the Note that you keep mentioning.
Your name suits you though you are mad at the Note for some reason :D

Not quite true.
The cheat mode was super aggressive, it doubled the energy consumption.
The performance mode on the other hand dont do that, it consumes more yes, but its not that much. I would be surprised if the uplift in power consumption is more than 20% of the normal mode.

Huawei is going to have a tough times 2 years from now if the US ban is to be permanent.
Huawei didn't use the A77 and the G77 (their last licenced ARM architecture) this year so when they'll use them on 2020, they'll look like an upgrade, and they'll probably use them too on 2021 and they'll be far far behind the competition that will use the A79 and the G79.
creating their own architecture will need at least 5 years even if they used their famous reverse engineering methods.
for me, there is 2 solutions, the first is a new battery technology, if they managed to put bigger batteries, then they can put 4 A77 cores for more power.
the second solution for me is creating a custom photography/videography chip that works only when opening the camera (since flagships SoCs use all of their power only on videography)

The ml tasks are heavily accelerated. Turbo has very little, if any, meaning with that kind of hardware.
Huawei has made ml a priority and have invested heavily. So, it's not cheating but strategy & commensurate investment that explain why they're so good in these areas.
