The paper real-time hdr is based upon (http://dx.doi.org/10.1145/3072959.3073592) is from 2017 and says that the method was used with a smartphone GPU and took about 2ms to generate (@1080p). A dsp would be even faster.

people this feature is missing on your phone because old pixels has 1 camera and this task is being accomplished surely while using the 2 cams so they can get different exposures only 2+ camera phones with snapdragon 855 will be the key to know if this is something that can or cant be ported out pixel 4

The likely reason for the omission is the switch from the Pixel Visual Core to the new Pixel Neural core. We could guess that the new Live HDR+ as being more computationally more intensive hence why they couldn't port it to the older model.

Google's and Apple's HDR work pretty well. As a P3-owner, I'd say that iPhones still shoot the more realistic ones while Google's HDR makes everything dramatic looking.
I was hoping Dual Exposure will come to P3. But nope... I could live with using it without having a proper live-preview, if that is really a HW-issue.

Not sure if I fancy HDR+, to be honest. I definitely much prefer total manual control (ISO, shutter speed, exposure value, etc.) over that feature.
