Germany and Mate 20 here, checking for updates in System settings does nothing.
Opening HiCare and checking for system updates quickly found the update (10.0.0.154), downloading it now :D
If you don't have the update yet, check from within HiCare app, you'll most likely find it.

Change your region to UAE/Chaina & open Hi care app and update. If it doesn't show any update then try once after doing the phone restart
