The headline is wrong. Google hasn't rolled out Live Captions to older Pixels. They've been there since August when Android 10 was released. Google has just stopping blocking them. I have an OG Pixel and Google is blocking this feature, though imperfectly. I can still access Live Captions in certain ways.

Kingslayer, 04 Dec 2019I want it to translate foreign movies in real time. There's... moreYou watch a foreign movie without subtitles.

    Why?

I want it to translate foreign movies in real time. There's so many movies I've seen without subtitles that I want to know what they're saying.

Will this roll out to android one devices?

They should also bring this to Android One devices.
Or at least planning to roll out for Android One after the roll out for pixel phones.
