The reason Nokia used Bombay and New Delhi is that they always take the easy way out so that the perception is that they are actually doing something. The coding will never have to be changed as it will always be red except at 3-3.30am when things quite down for a very short period of time. Have u ever seen these two major cities quiet?

you n... morePartially Correct. Real time traffic works using differnt mechanisms. GPS is one of them. It can be via a road based sensors as well. even in us or uk , not all vehicles had GPS system, another example would be bikers.
If you read the article correctly, NoKia shall use "probes", anyone using this app is a probe to get more information about the location.
and the updates can also be given using different mechanisms. say GPRS or FM.
Its interesting to know what approach Nokia implements and how well they develop this facility. specially, india is one prime market & their business is falling down.

It tracks your speed in the street you are driving in .
and by taking an average speed for alot of users who are driving at the same street, it detects traffic state of that street.
and by generalizing the same method for alot of streets, you have the traffic database from the users.
