HTC One V goes on pre-order in the UK

Carphone Warehouse are taking pre-orders on HTC's One V. £20.50 a month tariff gets you a free handset.

I don't understand why some phones get there pre-order articles. The Xperia P was on pre-order ages ago and nothing.
