The one who are paying for the licenses are not the SoC manufacturer, but the phone makers. I think that's the case...

I am having a hard time finding a decent modern smartphone that does not allow recording in HEVC. All decent SoCs have built-in encoders (and decoders), so it's pretty much "free" to do so -- in fact, it's the best choice if you only have modern equipment.

Anonymous, 07 Feb 2020H.265 encoding existed since it's inception on Android. Please show me how many Android phones use HEVC for their default built in camera App for video recording ? Just a handful, and even those like Huawei don’t enable it by default.

I hope Apple and Qualcomm support this through hardware. Seems unlikely though as Apple just moved to HEVC recently, and some Android OEMs are just starting to use H.265 encoding.

Once we get hardware level support in chipsets the hardware requirements should be no greater than any other codec.

Well if you don't have a mediatek dimensity 1000
It's Impossible to take advantage of this seeing it's the only av1 supported chip in the world currently

In addition, today Netflix announced that you can finally turn off those annoying previews from the home screen. Go to your profile via a web browser and you’ll see the option to turn it off. Finally :)

It may be now that it's optional, but soon all video services will make it mandatory forcing everyone to get more powerful hardware and generate more garbage.
