hahah i received that in my note9 in Costa Rica, my girlfriend received it on her s10+ in Costa Rica as well (we don't share samsung accounts)

Got it on N960F though it's really worrying on how phones with standard software having many vulnerabilities are prone to receive any type of command from Big Brother HQ and how its effects can affect millions like a virus...
