I got this message too (I'm in India). I didn't think too much of it and removed the notification with a swipe. However the thought that the phone might be under some sort of hack did cross my mind. But since I'm not too heavily dependent on my phone (I use my laptop for most work) I didn't really care.

Got it here in Nigeria on my Note 10+...it just went away once I clicked it, was wondering what it was. Nothing like that ever happened on my previous Note

I also got notification, mentioning "1" in Saudi Arabia on my Samsung galaxy A51. But when I clicked it, it vanished.
