This is about the App Store
Before people from these countries used to make apple IDs on one of those countries where App stores are available, usually USA but that would have restrictions when it comes to paid services. But there are workarounds for that as well
Now the people of these countries can change their apple IDs to their own countries and thus being able to purchase services and apps directly.

YaY finally to Maldives.. And yeah it comes to an end to use a USA or any availible country's name and jump through hoops and climb over hurdles..

Anonymous, 24 Mar 2020Apple doesn't sell officialy in these countries.so what? most phone companies don't have official stores in most countries, but people are still buying their phones, there are those that travel to other countries and buy the phones for their stores to sell them back in their country or, buy them online from amazon or aliexpress...etc.

Finally..., apple officially sells via resellers, some of them premium, their all products, except Apple Watch in Serbia, since 2014. During this period users are forced to Log into US, UK or other stores to download anything. My Apple international warranty was not accepted by apple store in Wien because of this, so you should either not download anything or no Support. And there were more user’s rights violation in Serbia by Apple, but no one was able to protect us users from Apple. Only option was lawsuit but we wanted to wait until 2021.

I don't understand them. They don't expand in 1st world countries in Europe, bet do that in Africa? But why? No offence to Africa. Half of European union countries don't have Apple store.
